Yamhill County Sheriff Deputy Criminally Charged For Creating OnlyFans Gay Porn While in Uniform

According to publicly available records, a Yamhill County Sheriff Deputy David Richard Mills has been criminally charged with 12 misdemeanor counts by the State of Oregon. According to a reliable source in the know about the case, these charges are related to his production of gay pornography featuring himself in his Yamhill County Sheriff uniform which he uploaded and sold on his OnlyFans account. According to the reliable source several of the the videos were produced at Yamhill County properties, including a video featuring himself masturbating inside his patrol vehicle while on duty.

According to court documents that were made available to the Yamhill Advocate, Mills is accused of a wide variety of acts of indecency involving the content he uploaded to the internet. One charge against Mills is that on January 5, 2022 Mills masturbated on camera and ejaculated into a water bottle with the intention of another person unknowingly ingesting the tainted contents of the water bottle. There are also several charges related to different instances of Mills exposing his genitals inside or near a public building. One of these events he is accused of is placing his genitals on a table counter inside the Yamhill County Sheriff’s Office.

According to Oregon public records pertaining to the case, Mills is charged with several misdemeanor counts that include Official Misconduct in the First Degree, Public Indecency, Official Misconduct in the Second Degree, and Abuse of Venerated Objects.

According to a press release posted on the Polk County website, Mills had previously worked as a deputy in that county before leaving to work in Yamhill County.

According to this Facebook post on the Yamhill County Sheriff Department, Mills had previously been named 2021 DUI Enforcement Officer of the Year by the Oregon DUI Task Force.

Mills is among those who publicly endorsed Sherwood police officer James Wolfer in his Newberg school board campaign, which the Yamhill Advocate previously reported on in the articles The Truth About Newberg School Board Candidate James Wolfer and Liberal Newberg School Board Candidates Gaslight Voters, Lie About “Non-Partisanship” During Forum.

The Yamhill County Sheriff Office released the following statement regarding this case,

On the morning of September 1, 2023, Yamhill County Sheriff’s Office Command staff received a complaint from a community member expressing concern over online content they believed to depict an employee of the Yamhill County Sheriff’s Office, as well as insignia and uniforms of the Yamhill County Sheriff’s Office, and areas within county buildings not accessible to the public.

Using information provided by the reporting party, YCSO Command staff were able to confirm there were, in fact, publicly accessible images and content available online which could constitute both violations of internal policies of Yamhill County Sheriff’s Office and general policies of Yamhill County.  Taking the initial information obtained, a consultation was made with the Yamhill County District Attorney’s Office.  Based on a review of the limited information that was known that day, we determined the alleged conduct may also be a violation of Oregon Revised Statute(s) and a criminal investigation was necessary.

On the afternoon of September 1, 2023, the same employee depicted in the content was placed on leave, pending an investigation.  A request was made to an outside law enforcement agency, Washington County Sheriff’s Office, to conduct the criminal investigation. 

Due to the criminal investigation taking precedent, and the need to preserve any information obtained for purposes of any subsequent criminal prosecution, no internal affairs or human resources related investigation was initiated until the completion of the criminal investigation.  The criminal investigation was completed in a relatively quick timeframe, given that search warrants had to be obtained and served to large digital content platforms headquartered outside Oregon. 

Once the criminal investigation was completed, it was forwarded to the Yamhill County District Attorney on or about December 7, 2023.  Yamhill County District Attorney’s Office requested an outside review, given the fact that Yamhill County deputies work closely with the Yamhill County District Attorney’s Office.  The investigation was reviewed by the Benton County District Attorney’s Office, and after review, charges were filed in Yamhill County Circuit Court on December 14, 2023.

Now that the criminal investigation is complete, the internal affairs investigation to determine if any Sheriff’s Office or County policies were violated will be completed expeditiously. While the filing of criminal charges is a very serious consideration for a law enforcement agency, we must be thorough and accurate in our response, follow the appropriate due process steps, and follow the applicable steps as outlined in the collective bargaining agreement.

As law enforcement professionals, we understand it is our responsibility to live up to the standards and expectations placed upon us.
